The father and daughter team has a vision of a more competitive Puerto Rico, where the influence of new arrivals supports the local economy and upgrades the quality and range of services. Their mission is to assist Puerto Rico in achieving the relocation of 10,000 persons to the island – diaspora and new residents – and to successfully integrate them into our local society to effect change. Their strategy is to use Elite Arrivals’ local network, insight and expertise to facilitate the relocation of individuals, families and businesses with everything they need and/or are interested in - from key business relationships and local documents, to finding the right homes, offices, nannies, schools, doctors and volunteering opportunities.
Gabriel J. Montilla

Born and raised in Puerto Rico, Gabriel J. Montilla obtained his B.S. in Business Administration from Georgetown University in Washington, D.C., in 1973, his Law Degree from Inter American University in San Juan, Puerto Rico, in 1977 and his Master’s Degree in Taxation from New York University in 1979. Shortly after starting his career at the Tax Department of McConnell Valdés, Puerto Rico’s largest law firm, he was recruited to serve as Assistant Secretary of the Treasury of the Puerto Rico Treasury Department where he was charged with all tax bureaus, legislation and implementation, including negotiations with so called Section 936 corporations. Since 1983 Mr. Montilla has been in private practice where he has negotiated multimillion-dollar mergers and acquisitions and advised clients in Puerto Rico, New York, Maryland, Pennsylvania, D.C., Washington State and the Dominican Republic, among others. An avid sports enthusiast (golf, tennis, yachting) and frequent traveler (USA, Europe, Canada, Central and South America, the Caribbean, Asia), Gary has served as President of the Puerto Rico Tennis Association and of its Junior Competition and Davis Cup Committees, as Delegate to the US Tennis Association, as Delegate to the Puerto Rico Olympic Committee, is presently on the Board of the Caribbean Section of the USTA and has served on the board of clubs and organizations. He has been married to Anita for over 40 years, they have 3 children and 4 grandchildren and reside mostly in Guaynabo, Puerto Rico, but also spend time in homes in New York City and Miami.
Mara Montilla Licha

A Georgetown University Hoya, Mara graduated from the McDonough School of Business in 2002 with a double major in Finance and Technology Management. Upon graduating, she joined the Washington, D.C. based advisory group, Corporate Executive Board, where within two years she was directing the Latin American and Iberian Peninsula divisions managing the accounts of top ranking individuals at Fortune 500 companies in the regions. Following her dream of living in the Big Apple, Mara moved to New York City in 2004 to work with the growing Hispanic Market at one of the top full-service Hispanic communications agencies in the US, The Vidal Partnership, where she led a team that managed multi-million dollar retail accounts such as Kraft, The Home Depot and JCPenney. After 11 years away, she moved back to Puerto Rico in 2009 to join the team of then recently elected Governor Luis G. Fortuño, first as Deputy Advisor in Economic Development and Finance and later as Deputy Chief of Staff. She is involved with various non-profit organizations such as Museo de Arte de Ponce, Habitat for Humanity PR, Make a Wish Foundation and the JBK Foundation, is an exercise junkie, loves food – particularly all things chocolate – and enjoys traveling, fashion and more recently learning French. Mara lives in Condado, Puerto Rico, with her husband Jaime and their two sons.
